Paper build-up is a common cause of blockage to toilets. You can spot this by water backing up after you flush, or having a full bowl of water. It is likely that a foreign object is stuck, such as paper or other debris such as paper towels, facial tissues, feminine hygiene products.
Another cause may be tree root ingression to the underground sewer pipe. This is the most stubborn form of blockage to clear and generally needs a drain-clearing technician with specialized equipment such as a high-pressure jet rodding machine to clear the drain.
This occurs because tree roots can creep through small gaps in plumbing. In time, this causes toilet paper or other debris to become stuck. This blockage grows, almost like a snowball, and eventually causes a backlog.

You may find it useful to attempt to clear the toilet with a plunger before calling a drain-clearing specialist. A plunger works by forming a seal around the plughole, followed by a vacuum effect that removes the blockage. An old-style cotton mop works well as an effective plunger also.
This works only on solid blockages. Ensure that the plunger is big enough to cover the whole drain opening, and you will need to phyiscally remove the blockage. Ensure to use gloves!
